Jump down in the water on the only location that does not have a plant at it.

Now swim to the south and make sure your helmet of the deep in your head.

Swim under the mountain and you drop down one floor, swim to the "water vortex" and you end up in a cave.

Follow the way to the top, at the top it looks like a deadend, but eqiup your boots of haste and run and jump over the gap!
